IPO - Why shares are not allotted on the face value

The face value oft he share of a
company is generally Rs10. It may be other than Rs 10. If the company is
per-forming well and having good fundamentals, the shares are issued at higher
price. If shares are issued at price higher than the face value, it means the
shares are issued at premium
